Don't ask me why, but here at my facility we have a fleet of new MacBook Airs, 13", running 64-bit Windows 7 SP1 under BootCamp.
PGP Desktop installs fine, but attempting to encrypt the disk fails with versions 10.2.0MP3, 10.2.0MP5, and 10.2.1,
Upon pushing the "Encrypt" button, it changes to a "Resume" button.
Below the Disk Properties window where you'd select users who can access the volume, the progress bar says:
Encryption Paused
0.0% Complete - 0.0 KB of 233.8 GB encrypted - paused
Encryption has been paused but the disk is fully functional.
This disk is partially encrypted but is not secure.
Click resume to finish the encryption process.
Pressing Resume does nothing, although if I press it a bunch sometimes the status text changes to:
You may pause, resume or cancel this process at any time by clicking the Stop button.
Remember your passphrase - it will be required to boot this machine once the encryption process has completed.
The log file has entries such as these two pairs of lines - the first two lines are the initial starting of encryption, the second two are from pushing the Resume button:

While PGP is in the Paused state, it is not possible to uninstall the program, or otherwise get the encryption to stop. Upon reboot, PGP asks for the passphrase and logs directly in to Windows, but PGP still shows WDE as paused. Rebooting to a Recovery disk and decrypting the drive allows uninstallation of the program, or another attempt at WDE.
Versions of PGP Desktop tried include 10.2.0MP3, 10.2.0MP5, and 10.2.1, all with the same result.
