You shouldn't lose them. You get what you paid for. They will just remain vacant unless you install to new clients.

Thanks but does that mean after one year lapses, I can still use the other 18 with the old license and just get a new license for the used 08 or use part of the 18 on the 08 users.

Yes, you shouldn't lose the licenses if you don't use them. You already paid for them. Ideally, you want to use what you pay for but if you don't, you shouldn't lose them. After one year you will need to renew for all 25.

I'm ok for now, just need to get the license renewal cost for the same product and probably less users as I don't think my client will ever use all the 25 in one calendar year.
