503 Service Unavailable

This issue has been solved. See solution.
Hello,
I have two SEP managers connecting to a separate SQL 2005 server as the database.
One of the SEP Manager consoles' Home, Reports and Monitors tabs are not displayed. I'm getting this error on those pages:
503 Service Unavailable
Failed to connect to server localhost
I checked the ODBC connection, it's succesful. I tried uninstalling and reinstalling the IIS then repairing the installation but no help.
All I have in scm-server-0.log is:

ByPass Proxy
Hello,
This message results from a failure of SEPM components to communciate rather than a failure to process a compressed file. The error appears due to environmental factors.
Try:
1) Bypass proxy server for local addresses would be unchecked in IE.
Please enable the same and the console displays the first three tabs again.
2) Please check, if MS SQL Database Server Transaction Logs are hung. That also could cause this issue to occur.

Thanks Mithun, Proxy settings
Thanks Mithun,
Proxy settings in registry was corrupted I guess. I had to delete the keys and re-set the settings within the IE. Then it worked.
