I have read the following technote but cannot find the actual hotfix, where can i download it from??

From about version 5.0 onward, hotfixes on Storage Foundation generally refer to private fixes which are only available through support.

Couple of ways to check --

First, search on SORT for the etrack number:

There are no results, which strongly suggests that the patch has not yet been included in a publically released patch.

Using a navigation approach through SORT's patchfinder:

and then setting product=SF, version=5.1SP1

We see 5.1SP1RP2 which is a vxvm patch:

and looking through the "OSRI" section there are no newer patches for that branch listed at the time of writing this.
