6.5.3 Backups queue up with available resources to perform the backups

I am reaching out to you all, in the hopes that someone out there has seen the following:
Issue being seen after upgrading to 6.5.3 from 6.5.1:
Backups will queue up and remain active even when there are available resources for allocations. Allocation requests can sometime take over 3.5 hours. This issue has not been isolated to backups we are seeing this issue on restore requests as well.
Here is a overview of our NetBackup environment.
- Dedicated clustered master server running Solaris 10
- 36 Media servers
- 80 Devices (28 virtual and 52 Physical ) multi-plexing of 4 configured
- 1555 clients (allow multi-streaming enabled)
- Approximately 9700 jobs run daily.
What we have tried:
- Tunned EMM
- Created a nbrb.conf file
I have worked with support on this issue for sometime now, but they are not able to determine cause or solution for this problem.

How often does this happen?
We must go in from time to time and run nbrbutil to see if NBU has a lock on any resources it should have, and if it does, we'll release the resource by running nbrbutil -releaseDrive <drive_name> or nbrbutil -releaseMedia <media_id>.
We have not really dug into what causes NBU to hang onto these resources when it shouldnt.

This is happening on a constant basis. yes, I did run that the first few times that we encountered the problem, but now its happening so often that it does not seem as a solution.
What I think is happening is that NBRB is broken. Support does not want to acknowledge this, but its the only logical explanation. And if you stated that nbrbutil helps out then i am only convinced that my theory is right.

Apparently, there is a recursive lock on the nbrb database that is potentially causing the issues.
Try this
i too doubt it to be nbrb database stale stiuation, better to reset the database, it will clear all the state info's and release the resources.
nbrbutil -resetall
nbrbutil -resetmediaserver <media_server>
first stop all the backups and deactivate all the policies, then excecute nbrbutil -resetall from emm server.
