When I drop a managed software resource onto a computer it gives me the option to create a managed delivery policy or a quick delivery task. When I pick quick delivery, a task is created but the software, software package and default command line are left empty. Yet the computers still run the empty task. Why? Is this a bug? Also is there a way to set quick delivery defaults? Right now it wants to deploy the software package with user rights. In my environment users do not have access to install software so the task will just fail.

You need to select a command line as a default.  Since that will be associated with a package, that should resolve the issue.  If you ensure the software resource you're dragging and dropping has a command line of type Install (not Uninstall or Custom) and it has a package associated with it and is set to the default for the command type, does this resolve the issue?

The default install had been set. I am running HF 2 for SP1 of the Action Center.

So if they run the empty task, what happens?  Where did you confirm that these are all blank -- at System Jobs and Tasks > Software > Quick Delivery Tasks?
