In IIS the upload folder is already set to allow anonymous access, so yes, there is not much you will need to do.  I would go into the ConsoleMyHDEditItem template and copy the vb.net portion that defines what to do with attachments, then the pageviews pertaining to attachments at the bottom and bring them into your guest console template.
