If you view an incident and you click on Add Comment option the box comes up with Comment title, view level, add user level comment, and comments. I want to be able to edit this form in workflow but for the life of me I can't find it .

Not in a workflow. This should be a Workflow core thing, hardcoded.

I was looking at making changes to the form and removing the auditing from this but it seems like it's not available for us to edit. Can a Symantec employee please confirm or deny this?
Auditing? Do you mean editing these comments?
Either way, to the best of my knowledge, both 'Add a Comment' and Edit comment functionalities are hardcoded and can not be modified.
