    Further info:

Due to the issues that we've encountered (described above) that appear to have been the result of upgrading Products and Solutions to SP2 using the SIM, I've spent hours searching through Symantec's Business Support KB Articles hoping to discover related symptoms, problems, and solutions. Article TECH177513 created on 12/21/2011 and updated on 12/23/2011 looks as though it is related to issues that we are currently experiencing - we did perform updates using the View and Install Updates displayed in Symantec Installation Manager.

    See http://www.symantec.com/docs/TECH177513

"Step 10. DO NOT USE View and Install Updates"

    "...reduced UI functionality."

"We are working with Dev to change SIM to only show hotfixes in the "View and Install Updates" section. "

Enterprise Support has informed me that this is a Known Issue with v7.1 SP2 and that a solution is currently in development.

A Workaround is described in article TECH176493: http://www.symantec.com/docs/TECH176493

Simply restart the W3SVC (World Wide Web Publishing Service) service.

In addition to the Workaround mentioned above, reducing the frequency of either Full Import or Update Schedules for enabled Resource Import Rules also appears to have helped.

Settings > Notification Server > Microsoft Active Directory Import > click specified schedules for each enabled Resource Import Rule and reduce the frequency of the Full Import Schedule and/or the Update Schedule.
