Is there a way to configure NS 7 to send a email alert to a email distribution group if the NS server loses connectivity to it's SQL database?
The SQL database would be located on a remote box.

I would say no
The application cannot function without a connection to it's database, so there would be no 'engine' to send the data. You could, perhaps, if you had a hierarchy established, with multiple databases, have the main parent keep an 'eye' on the child databases.

IBM Director
Hi,
We use IBM Director to give us alerts on specific errors being reported on all our Altiris infrastructure servers. This lets us know among other things about unsuccessful logins, SQL Timeouts, disk space problems.
This costs, but i've seen other use Nagios for similar functionality and I think that's free.

Additional products to think of.
I've personally used Tripwire and have seen Dorado used in this fashion as well. Perhaps Symantec's Control Compliance Suite (Bindview), although that is more security based. I'm just not sure Altiris could do it as efficiently as a third party, watching Altiris.
