A bit curious as to what you need the FIPS compliance for? The Management Platform can be installed to use SSL encryption where all communication between the agent and the management server would be through SSL and all access to the server would be covered via SSL as well.

Install IIS in SSL mode first and provide the certificate. Then communication between the agents and everything should be in SSL mode.

The Symantec Management
The Symantec Management Platform and Altiris solutions do not have formal FIPS certifications at this point. We have begun the work towards certification, but do not have a date when they will be formally certified at this point.
As Jonathan pointed out, the Management Platform can be configured for secure communications today.
