Is software installation using push mode based on user roles/groups related with Active Directory query is available in Altiris Deployment Solution?

Yes
Yes, you can deliver software using user-based policies and computer-based policies in Altiris 7.1, though this is a Software Management feature and not a Deployment feature. User-based policies are based on logged-on Active Directory user.
