TMP are normal behavior under normal circonstances.  If it it filling you client hard drives then there is 2 possible problem.

    - Confirm that your server is processing eventqueue properly, you should always have a near zero queue.

    - Check if a job is spamming your client, like repeating every second.

That being said, Altiris temp file are usually 6 characters long not 4.  How are you sure this is generated by Altiris ?  You can edit those file with notepad to check, if the file start by MZ then this is an executable, you can rename the file to .exe and right click property on it to see details like manufacturer et product name.  By example on my computer I have a bunch of adobe flash player XXXX.tmp

How often are files created ?  If it is like every few minutes you can disable and stop the symantec agent and other altiris processes on a workstation and check if the files are still being created.  Altiris is not the only software that could create those files.

I ran in to an issue with temp folders filling up because i had implemented a poor detection rule and clients kept downloading and installing over and over again.  Take a look at your more recent managed software delivery policies and make sure everything is good.

In order to clear the bad temp folders, i just made a managed delivery policy that would run a task on login or at a set schedule to clear the temp folder.  The task that ran was a cmd script like del c:\temp\* /f /q

    This solved my problem.
