i have installed Altris Client Managment suite and trying to run Symantec installation Manager but facing the below error
It looks like SIM is trying to download the zipped version of the symantec.pl.xml, but that the file cannot be accessed at this point in time.
I have just checked and I can access both the zipped version and the xml one from SolutionSam.
Can you let us know which version of SIM you are running? Did this start happening after you upgrade to version 7.0.553? If you are at a version before 553 I would suggest you do a manual upgrade if the problem persists.

i have install just "Altris Client Management" on a fresh win2003 server r2 and nothing installed on the OS

It contains the Symantec Management Platform (SMP, previous known as Altiris Notification Server) core and the client management solutions and components.
Which in effect is something like 20~35 MSI's.
Is the problem still happening for you right now? Have you checked that the SolutionSam page is accesible for the Application Identity account via the internet?
make sure there isn't a proxy or webfilter blocking access to the website. If you try to connect via the internet (from the server) to the web address you should be able to see an .xml document.
