AOFO: Initialization failure

We started getting this after upgrading to version 11d. We get this error when backing up the c: drive of the Exchange Server:
AOFO: Initialization failure on: "\\NESVR03\C:". Advanced Open File Option used: No.
Snapshot provider error (0xE00081D3): Not authorized to run an Open File Operation.
Snapshot provider error (0xE00081D3): Not authorized to run an Open File Operation.
It appears that it actually backs up the c: drive, but not the shadow copy components or system state.
We do not have the Advanced Open File Option and it is not checked on in the job properties.
Please advise.
