AOFO Quiet Time WSUS

We have SBS 2003 running backup exec using AOFO and have recently installed Windows Update Service 3 using the Windows internal database. After installing this we ran the backup and always get the error about can not obtain quiet time on the system. The backup appears to hang but is obviously in the 2000 second window trying to obtain quiet time on the server. We have turned off all clients to make sure nothing was contacting the server externally. During the 2000 second timeout interestingly if we stop the Windows Internal Database service MICROSOFT##SSEE for 5 seconds the backup springs back into action.
 
Anyone got any ideas apart from stopping and restarting this service before and after the backup. Lowering the required disk inactivity to 2 seconds has no effect.

One further thing to add we have altered the path to the data by unmounting and remounting them so that it does not have a \\ in it which Microsoft put in in the installation as sql handles this but backupexec can not.
