We experienced the same with the above setting unticked. Our solution was:
Open the user's profile with the registry editor of your choice and change HKCU\Software\Intel\LANDesk\Virusprotect6\CurrentVersion\CustomTasks\CreatedUserQuickScan from 1 to 0 (zero). That did the job.
