I'm trying to get my new tape library msl 4048 loaded with LTO 4 tapes to read in Backup exec 10d. Is this possible? I can however see LTO 3 tapes fine. I did some searching on the site and browsed the HCL and didn't specificy see my MSL 4048.

Check the drive model

MSL4048 is supported by BE 10d, but only LTO3 tape drives are supported.

Also you need to make sure

Also you need to make sure you have library expansion license if you have more than 1 drive . But if the Drive or theRl not mentioned in the compatibility list it would be a better option to upgrade to the version which supports it ...

The expansion licence will

The expansion licence will only allow you to run multiple tape drives.  If your drive is not supported, having the licence will not help.
