Backup Exec 12.5 won't start

When I start Backup Exec 12.5 .I get this error :

I know this message is shown because some backup exec arn't started. But if I want to start backup exec services, it can't.

what's the cause of this problem? and what action I need to take for making Backup Exec work again.
I've tried some things I found with google but without any results ; re-install/repair-install BE, install hotfixes, install new SP, restart the server. but nothing helpt.
I hope you guys can help me.

Go to Services (don't use the
Go to Services (don't use the BE console), start the BE services manually and see what are the error messages. Also, check your Windows event log to see why the BE services are not starting.
Well all of the other
Well all of the other services are dependent on the Device and Media service not starting so you need to troubleshoot that.
Device and Media service = pvlsvr.exe (located in Backup Exec programs folder)
You can open the command prompt and start it with the -console switch to get it to lo activity to the screen - might show you something
After changing to the correct folder command would be
pvlsvr.exe -console

In the command prompt I indeed get a lot of text and information (with pvlsvr.exe -console). But I don't know what to do with it.
Could you please tell me more specific what I need to do with that command?

Well somewhere in that text there is likely to be an error condition causing the problem - however if you can't find it you may need a formal support case for a Symantec technician to review the problem.

Have you updated your BE 12.5 server with service packs / hotfixes? Also, have you installed BE's database on an existing SQL server installation or let the installer create its own SQLEE instance?
You may want to check your Administrative Tools -> Services to make sure none of them are set to 'disabled'
what to check
Where I would look is in the event logs. Since the Device and Media services are not starting, it may be a problem with the database and the application or system log of the server should shed some light on what is keeping the service from starting.
Answers to SystemsAsminAS's questions about the database will also shed a great deal of light on the subject as well.
