This issue has been solved. See solution.

My Backup Exec suddenly it drop it backup rate to about  1/3 of its orginal, from about 1,240 MB/min to 520 MB/min .

Usually it takes from 8 to 10 hours to complete backup job , as the result of this problem it takes more than 20 hours which while not finishing that backup job ... the next backup job comes.

Is it only 1 server or 1 backup for which the rate has dropped?

Have you installed latest patches for BE2010 R3, have you pushed updates on the remote servers?

Have you checked alerts tab for any outstanding alerts?

Is there any AV scan running during the backup window?

Have you checked your network performance?

What is the destination device (Disk or Tape)?

If its tape than install latest Symantec drivers for the tape drive.

Expand your job log and see what resource or stage is slowing down your backup.

Check that there are no other housekeeping/maintenance jobs running when the backup is running.

Just anotehr thing to add to Amol and pkh:

Assuming to Tape, have you cleaned the tape drive recently.

Are the error rates increasing on the tape drive.

is if fibre attached , scsi , or something else?
