Backup Exec 2010 R3 RAWS agent doesn't have publishing server info

I am having a problem with just one remote agent running on x64 of Server 2008 R2.  I can push the agent from the backup exec server and I get the error of "Unable to obtain settings for remote agent publishing from the registry."  I followed several docs from Symantec such as http://www.symantec.com/business/support/index?page=content&id=TECH66820.  I also tried to do a manual install, though when I add the IP of the media server the RAWS agent just hangs for over 12 hours until I close it out.  When I go back in, I get the same error.  I checked the registry and there are no keys for Symantec at all.  Nothing in Program Files.  The only thing I can see different is on my D: drive I installed SQL 2008 R2 and it has a Program Files directory as well.  Though the RAWS client always installs within C:\Program Files, though I get the same error.

Thus automated and manual installs will not publish the server info...
