As you specifically asked about the databse, a little extra detail to go with the two documents referenced by Craig

The way Backup Exec media servers end up clustered is that we actually use two stand alone copies of SQL Express, but cluster the storage that holds the BEDB. Making sure that the SQL Express services are only ever started on the live node and never both nodes. We do not really configure SQL in a cluster as Microsoft would with a full SQL install.

As such install BE with SQL express on the local drive on each node. Make sure you have a shared failover disk (not the quorum) configured between the nodes that is large enough to hold the BEDB, job logs and catalogs and then run the cluster wizard on the node that currently owns that shared disk.

You can point Backup Exec at a full pre-installed SQL cluster however if you want to cluster Backup Exec as well it gets fiddly as the cluster wizard does not handle it and we don't really have detailed steps on how to do it.

BTW don't cluster Dedup configurations, use Optimized Duplication between two media servers to protect Deduplicatced data.
