Backup exec version 11d error and job failure

I recently had to restore the system state on my server. That went fine and all worked well.
Now my backup job fails, with the error;
Final Error: 0xe000810c- Physical Volume Library Drive not available.
Final error category: Backup Device Errors

I have attempted the solutions in the article but cannot correct the error.
When the server was new, I had a very similar problem but even with my notes I have not been able to resolve this. I am thinking it is a driver error.

What is the destination device (Disk or Tape) ?
If its a Disk than try recreating B2D folder. If its a Tape drive than follow below steps.

It is a tape drive, an Dell PowerVault ultrium -td3. I will check on the service pack and use the steps above to attempt to resolve this problem.
Also make sure that the Tape Drive appears in the BE11d hardware compatibility list.

Run the Dell diagnostic utility against the tape library. This is to ensure that there is no hardware problem. Make sure that you select the write test and that you have stopped all the BE services beforehand.
