it's not part of the policy when you use the netbackup or backupexec agent so i would say no

I have not seen any senerio where MSMQ backup require, neither it's mention in EV backup/Admin guide documents, SO I would say 'NO' to your question.

Backup of Enterprise Vault data (http://www.symantec.com/docs/HOWTO37411)
Backing up Enterprise Vault (PDF) (http://www.symantec.com/docs/TECH64458)
Best Practices for Enterprise Vault Backup (http://www.symantec.com/docs/TECH172279)
Admin Guide, refer backup & recovery section (http://www.symantec.com/docs/DOC6237)

You should keep MSMQ in non-system drive & put best practice registry as mention in Tech note http://www.symantec.com/docs/TECH71173.

In case of server disaster, fresh MSMQ can be install (or reinsall), EV has ability to recreate all required private queues. http://www.symantec.com/docs/TECH48588

I hope this help.

I agree, I wouldn't suggest backing up the MSMQ location.
