This issue has been solved. See solution.

When I set up a staging schedule, which volume pool should I select? I set up jobs that use different volume pools to back up to the same basicdisk.

Also, will infinite retention images be cleared out if the duplication to tape completes successfully?

The pool that you choose for

The pool that you choose for staging to tape really depends on your business requirements.
As far the images on disk are concerned, NetBackup will keep on writing images to disk until it is 100% full. When a DSSU becomes full, NetBackup must clear out space 'on the fly' to allow the backup to continue. The default behavior is to clear out the two oldest images that have successfully staged to the FDSU.

Supporting Storage Foundation and VCS on Unix and Windows as well as NetBackup on Unix and Windows.
