For SEPM 12.1 disaster recovery follow this document:

For SEPM 11.x disaster recovery follow this document:

http://www.symantec.com/business/support/index?page=content&id=TECH102333

The clients will be backed up into the Database.  So you will not need to back them up individually.

Everything else you need, is in the above documents.

Can you provide which type information are stored on sep db ?

Architecture

Yes, Policies and Settings of SEPM 12.1 are stored in the Database.

You could check the Database Schema Guide provided above for the same.

Secondly, incase you are trying to restore a SEPM, then follow the Disaster Recovery Steps: http://www.symantec.com/docs/TECH160736

all teh table information, information about the SEPM certificate , logs are stored.
