Best practice for quota and age based archiving ??

I hope someone can help me.
For a customer I am testing Quota based archiving.
When their mailboxes reach 80% of their quota the customer wants EV to start archiving.
I got that to work, but messages are archived in a random order, while I expected that the oldest messages would be archived first. First it seems to archive the big messages.
I don't want this to happen, so I thought let's switch to quota and age based archiving.
Still I get the same result.
Does anyone have any experience with this and maybe some hints for me how to set this up correctly, so that the quota stuff works and that it archives the oldest messages first, until mailbox quota is sufficient again for the users?

There is no real best practise guide becuase it really comes down to what is best practise for your organization.
With regards archiving larger items first, have you checked your Archiving Rules? There is a setting "Start with items larger than". If this is applied and depending on the size specified this will mean larger items are archived first, which may explain what you are seeing.

Never archive items younger then
Start with items larger then
I'm not sure, but I believe quota based tries to bring the mailbox at the desired level asap, and hence starts with largest mails.
