It would work perfectly. Only you would required SQL native client on the SEPM machine. SQL native client does the job of mediator for connectivity between SEPM and remote SQL database.

It states:
- The are no specific requirements for installing SEP Manager database on a remote clustered SQL server.
- It is not supported to install the SEP Manager on a clustered server.
- You can install the SEP client on the clustered SQL server.
