BEWS 11.0.7170 HOTFIX's PatchInventory.ini missing

When installing any hotfix I am seeing the following error I have tried what it says in the related doc but still fails whether installing manually or automatically through a scheduled live update.
Also the actual file is not there does anyone know how to get backup exec to recreate this file?
Has anyone got any ideas? Many thanks in advance.
V-225-69: ERROR: C:\WINDOWS\Installer\{EAB0C0F9-B57B-4865-91A3-DE3B34B1FB02}\PatchInventory.ini does not exist.

Look in the C:\Documents and Settings\All Users\Application Data\Symantec\Backup Exec\Logs directory there is a file in there called bkupinst.htm that gave a better description of the actual error that was occuring and after searching the forum for that error message I found a solution.
