Blank PGP email attachments

Hi,
I am sending PGP encrypted email with attachments to a user that I have on my key. The last few emails sent they are not receiving the attachments, which is a new development. When I send the same email to another user they are receiving the attachemnts. Not sure what I can do so the first user will be able to see attachments as they use to before.

Do they receive the attachements if you don't encrypt the email?

Yes, they do.
When PGP encrypts email, it also encrypts the attachments. Might this email with attachments be going to a setting that automatically scans incoming emails; and in this scanning be deleting your encrypted attachments because it can't determine if they are prohibited executable files?
