I need solution how to  block 4G Internet modems/routers while keeping the USB open for hard drives.

for some SEPM clients whereas management server is 12.1.5

You need to use DevViewer to get the Device ID of the 4G device and enter that into the SEPM.

Our Observation by "Blocking MTP protocol" using ADC policy 4G modems gets blocked & users can still use the Mass Storages.

The best way is to capture the device ID using the dev viewer (as shown in the pic). plug in the device and right click on the device and copy the device id.

Then in SEPM --> Policies Tab --> Policy components --> Hardware Devices --> Add a Hardware Device

once the device id is added to the list.  then go to policy tab --> ADC --> edit/create your ADC policy and the folow the below screenshot.

is it possilbe to block certain users from accessing particular wifi device

actually this is client requirement just want to know can be done or not.. 

Nope you can either completely block or allow Wifi access. but cannot do it just for cetrain Wifi
