This issue has been solved. See solution.

Currently i have tried to test a hot catalog recovery with a dr file using netbackup 7.5.0.5

I have tried to use the symantec technote to recover the *.full from the netbackup\db\images\master\.... but found that the latest image header i found cannot be use for bprecover.

kindly advise  is there any other technote i can check on ?

You forgot to tell us which TN you are referring to?

If you know the media id, you can use this TN: http://www.symantec.com/docs/HOWTO33934

You should prevent getting to a situation where you don't have a DR file.

Follow documentation to create DR file on a separate filesystem or network share as well as getting DR file emailed to entire backup team.

thanks for the technote but all my hotcatalog is backup to disk storage unit .

So then import from disk path.

It normally helps if you give as much information as possible as we don't have insight into your environment.
