You can obviously send the reboot command by going to the Clients page, selecting the client, right clicking on it and selecting "Restart Client Computers" but this restart will happen as soon as it heartbeats in and gets the policy..so a no go
But...you can do it from the Policies tab Under the Clients page...follow this to setup:
