Can not add to layer with version 6.1.5104

I have some issues to use "add to layer" (CTRL+ U) since the option is grayed. What is wrong ?
I am using a french version

If any layers are activated, "add to layer" will be grayed. All layers must be deactivated before you can use "add to layer."

I was sure that all layers were desactivated (I use trinklet to desactivate all), but I will check again. Thanks
