Can we create a policy to block upload data on specific URL for Network Prevent.

 yes.

If you want to block any data posted to a specific URL, you just need to set this URL as a detection rule and then apply a response rule to block this request.

 Of course if this post is done via HTTPS, you need to be able to access this kind of content using some extra system as prevent alone is not able to work with HTTPS.
