Formatting the server is the last option.
Go to services.msc, try to start Symantec Endpoint Protection Manager & Embedded database service (if applicable)
Monitor the mentioned services for 15-20 seconds, refresh the screen if any service stopped then pass on scm-server-0.log and catalina.out logs.
You will find them under C:\Program Files(or installed drive)\Symantec\Symantec Endpoint Protection Manager\tomcat\logs
I could not understand that "We tried to reinstall the program, it went smoothly through the process but we are still not able to logon to the console"
You uninstalled SEPM? OR repaired upgraded SEPM?
