cannot get EndPoint 11.05 to reinstall, rolling back, error 1063

This issue has been solved. See solution.

I've been working on this particular Vista SP2 PC for 2 days to try and get EndPoint to reinstall and cannot.  It rolls back every time.

LiveUpdate was having an issue so I figured I'd uninstall and reinstall a later build.  The uninstall seemed to go cleanly. 

I've tried:
 - manually deleting all Symantec folders I could find (c:\program files\symantec, c:\program files\common files\symantec, c:\programdata\symantec, c:\users\owner\appdata\local\symantec)
 - running a CleanWipe utility I had from last year sometime
 - creating a brand new user and trying the install from there
 - manually installing liveupdate first, then trying endpoint
 - running various anti-virus/spyware scans on the PC, which seem to come up clean
 - installing AVG which installs fine and scans the PC and finds it clean

Search for return value 3 and

Search for return value 3 and paste 5-6 lines before and after that. Search for all return value 3

Windows Installer CleanUp Utility 
use this first and try to install once again..
