Cannot update defination & signature automatically on client side
I used SEPM 11.0.7000. There are two questions as follows.
First of all, Live update schedule default time is 4 hours, but SEP client always cannot be updated the latest defination even though I clicked "Download LiveUpdate Content" in SEPM > Admin > Servers > Local Site. I checked Show LiveUpdate Downloads, there are latest defination has been downloaded, but SEP client cannot be updated.
Secondly, I changed the LiveUpdate Schedule in SEPM > Admin > Servers > Local Site > Edit Site Properties > LiveUpdate > Download Schedule > Daily 1300-1400. But in Policies > LiveUpdate, the default policy has no been modified and The schedule setting cannot be changed, so I know that the setting has no been applied.
If I need SEPM schedule a daily update defination & signature at 1300-1400 to SEP client. What should I do?

But it Policies > LiveUpdate Setting Policy, LiveUpdate Schedule is dim.

We need to clarify the differences between the settings you are looking at.
If configuring the LiveUpdate settings via the SEPM Console -> Admin -> Servers -> Local Site Properties, then these apply to the SEPM serversn themselves, and manages when the SEPM(s) will connect to Symantec LiveUpdate out on the internet for updates.
If configuring the LiveUpdate settings via SEPM Console -> Policies -> LiveUpdate Settings Policy, then this control how the clients obtain their updates. By default, only the "Update via Default Management Server" option is ticked, and this means on their heartbeat interval, the clients will check the SEPM for new definitions, and download from the SEPM. This is the most common configuration, and should only need changing if you have specialised requirements (huge client numbers, remote offices, vpn clients, etc).

I said Policies > LiveUpdate Setting Policy > LiveUpdate Schedule > Schedule is dim. I found that is because a setting default is disabled (Policies > LiveUpdate Setting Policy > LiveUpdate Schedule > Server Setting > Use a LiveUpdaye Server > Use the default Symantec LiveUpdate server.)
When we enable mentioned setting, the schedule setting will able to config.
