can't install endpoint manager console

i cannot install endpoint manager console in client.everytime when i install endpoint it display error message.this error message is (C:\DOCUME~1\rico\LOCALS~1\Temp\JnlpServlet-1.jnlp could not be opened, because an unknown error occurred.
Try saving to disk first and then opening the file.).is there anybody have solution help me.

Are you trying to install it over the network or from an unzipped package?
Both the conditions are not recommended. Also check the permissions on temp.
temp folder have full permission.
