Sharing the solution after troubleshooting with support:

Re-register ASP.NET 4 and updates existing applications to use the ASP.NET 4 version of the application pool.

    cd C:\Windows\Microsoft.NET\Framework64\v4.0.30319"
    aspnet_regiis.exe -i

Uninstall the CCS console from the Add/Remove Programs.

Restart CCS services: application, directory, and Symantec CCS service (ADAM).

    Rename (backup) <drive>:\Users\<LoggedInUserName>\AppData\Local\Apps\2.0\

Verify in notepad the SymConsole.xml.deploy server configurations in <CCS install dir>:"\Reporting and Anaytics\Webportal\Console" folder.

    Double click the SymConsole.application.
