Centralized exceptions

Is there a way to prevent users to add User-defined exceptions other than password-protect the UI ?

yes, in the centralized exceptions policy, click the Client Restrictions tab and remove all the ticks

I already did that but it seems to not apply to my clients.
 
If I go in the Clients Group, under the Policies tab, my "Centralized Exceptions" policy is grayed out.
 
Any ideas why ?

never seen it grayed out before.. can you post a screenshot?

Edit the Central Exception policy and on the Overview pane make sure there is a check on the box to “enable this policy”.  If not it will be grayed out.
