Centralized exceptions list for SBS2003

Hi all!!
 
I checked that on the centralized exception policy recommended by symantec to apply to a 2003 SBS server's there is a big list of folders and files exceptions that seems to be redundant.
 
Example:
 
Folders:
 

"%[WINDOWS]%\SYSVOL\domain\DO_NOT_REMOVE_NtFrs_PreInstall_Directory"

"%[WINDOWS]%\SYSVOL\staging"

"%[WINDOWS]%\SYSVOL\staging areas"

"%[WINDOWS]%\SYSVOL\sysvol"

"%[WINDOWS]% \SYSVOL"

 

Files:

 

"%[WINDOWS]%\Ntfrs\jet\sys\edb.chk"

"%[WINDOWS]%\Ntfrs\jet\Ntfrs.jdb"

"%[WINDOWS]%\Ntfrs\jet\log\res2.log"

"%[WINDOWS]%\Ntfrs\jet\log\res1.log"

"%[WINDOWS]%\Ntfrs\jet\log\edb.log"

"%[WINDOWS]%\Ntds\edb.log"

"%[WINDOWS]%\Ntds\TEMP.edb"

"%[WINDOWS]%\Ntds\RES2.log"

"%[WINDOWS]%\Ntds\RES1.log"

Etc.

 

Is it not sufficient adding "%[WINDOWS]% \SYSVOL", "%[WINDOWS]%\Ntfrs", and "%[WINDOWS]%\Ntds\" -specifying FOLDER and all SUBFOLDERS- to the exception list?

 

Why is the reason that is needed to create an exception for every subfolder and/or every file contained on them?

 

Is this another function that is not working?
