I'm having the same issue...

Hi,
I had the same problem after I reset the Altiris service account's password. The solution is posted at:

https://kb.altiris.com/display/1/kb/article.asp?ai...

Cause

The system is trying to pull the username and password out of the registry. As the password is now incorrect, this causes the problem that you aren't able run the NSSetup.aspx because of the authentication problem.

Resolution

The following steps help you get around the problem and allow you to change the Application Identity account username and password:
Stop the "Altiris Service" (which should also stop the "Altiris client message dispatcher" , then using "notepad.exe" or an editor, make a copy of, then Edit C:\Program Files\Altiris\Notification Server\web.config and change the setting that begins with " password="" />
(Replace and with the respective username (domain\user) and password of the new Application Identity Account.) and then save the file (if using "notepad.exe" to edit it, save it as an "all files" for the file type or the file will get corrupted). Now restart the "Altiris Service" (which should also restart the "Altiris client message dispatcher", if not, restart it also).
Now, from the server, (or remoted in with "mstsc.exe /console"), open Internet Explorer and go to http://localhost/Altiris/NS/Install/NSSetup.aspx.
Supply the new Application Identity username (domain/user) and password, and follow the prompts to complete the Setup Wizard.

This maybe too late to help you since it was over a month ago, but it might help the next person. When I ran it it scared me when it show configuring databases and later gave an error about the database configuration. However, after the process was done, I was able to now get the console up and my inventory data looks to be ok.
