Client downloading packages in chunks

Hey all,
I'm running CMS 7.0 and having a strange issue. I am seeing clients downloading packages in small chunks of a couple % and then restarting the download. See the attached screentshot for an example;
As you can see, the client here just keeps attempting to download the package over and over and over, about every 5 minutes, only getting a few % each time. I have no clue why it is doing this, but any suggestions you all can offer would be appreciated. This is CMS 7.0 on Win2003 32 bit, with a WinXP Site server, and a WinXP Client, all with the most updated 7.0 client available (7.0.8705.1703)
(Please also note, moving to 7.1 is currently not an option due to the OS and hardware requirements. It isn't in the budget this year..)

Package.xml and log.xml files?
Can you upload your package.xml and log.xml files from this package?
Is this all packages or just this package? Is this all clients or just this client?

I have attached the files.
As far as your other questions go; I know I've seen this issue on both this client, my own PC, and some others. I have also seen this issue with random different packages as well, including some Windows patches.
EDIT: Realized I attached the wrong file. Corrected.

I haven't seen "Package download waiting for completion of higher priority job" before but that doesn't mean it's a problem. I'm stumped. Have you contacted support?
It's very interesting that it's attempting the download every few minutes. I'm not sure what would cause that. Is this part of a managed software delivery? If so, what is your check interval? Hopefully it's wide like every day or week, not every 5 minutes.
