Is this happening on one node or more than one node?

Has cluster been running fine previously? If so, what happened?
Any errors in Event Viewer Application log?

Please show output of 'gabconfig -a'

OS on cluster nodes?
VCS version?

This can indicate that the VCS Engine (HAD) is not accepting connection requests. There are multiple reasons that this could happen.

Please refer http://www.symantec.com/business/support/resources/sites/BUSINESS/content/live/DOCUMENTATION/5000/DOC5000/en_US/VCS_ReleaseNotes_60.pdf  and search for the error code that you are getting (V-16-10-106). This document has troubleshooting steps as well.

Normally, below commands can solve this issue:
1. net stop llt
If something prompt, just accept.
2.hastart

Now that you have reconfigured hearbeats as per your other post, can we assume that all VCS services are now running?
