This issue has been solved. See solution.

I'm having an issue with access to the evbacompliance virtual directory. The error message is access denied using the EV service account. Does anyone have any suggestions?

Thanks.

I take it you are seeing the error when you try to open CA from a web browser?

When did it start? Can you post the entire text of the message?

Thanks for responding. As it turns out I think it was because I did not have the correct permissions for authenticated users on the windows temp directory.
