Configuration problems about SEPM 12.1

My company using need to install an SEPM, but I have some problems.
I have some quesitons as follows:
- how can I config the noticification email if my company cannot send SMTP email?
- In SEPM, How can I confirm my exception policy had been surely assigned to client after I configured it? It makes me confuse, because there are no any logs or rules list out in client, I don't know the rules is really applied or not.
- Can I export my exception policy and then import to client when on-site.
