I am new to cluster server, how many sql server machines can you have in a cluster? i have a client that has a master server and a standby, now he wants a third standby my question should we make it a cluster, or is log shipping the best option?

f you want to span the globe with your cluster--make sure you're running Windows2003 and you can setup a geographical cluster--it's specifically designed for cluster servers located in geographically different areas. If you can only afford 15minutes of downtime, you either need a cluster or transactional replication--I think logshipping would have too much latency.
