Content Filtering Notification not working as designed - 6.0.10.295

We created a Content Filtering rule to filter language in subjects and body.  The content works fine.  We've turned it on for internal, inbound and outbound.

We do not want to notify external senders or external recipients if the rule is tripped.  However, when users inside the company send an email to an external recipient, the external recipient is notified.  We have seemingly turned this off - but it doesn't work.  Am I missing something here?  How can we disable this feature?

What is the text of the notification the external recipient is receiving?

Is it similar to :

"Symantec Mail Secuirty replaced Message Body with this text. The original text contained prohibited content and was quarantined."

If it is then the external recipient is not receiving a notification. They are receiving the original message but the original text has been replace with this quarantine message. Open you content filtering rule and look at the Action tab. If it is set to quarntine then SMSMSE will remove the violating item and replace it. The original email will be delivered with the replacement text.
