Have you been able to resolve your issue?
Once the license expires, the CCS Application service will not start and, subsequently, you will not be able to access the console to apply the license.
Fortunately, Symantec has made a license utility available to replace expired licenses. You may find Symantec.CSM.LicenseUtil.exe tool in C:\Program Files (x86)\Symantec\CCS\Reporting and Analytics\Directory Support Service\ (this is default path). It is quite straight forward to use, but beware the power.
As for downloading the license files, that will be done on the Symantec licensing portal: https://licensing.symantec.com
